Position Overview

Baltimore’s Promise is seeking a Community Data Analyst to advance our mission of using data insights to drive meaningful changes to policies and practices and improve equitable outcomes for youth in Baltimore. Baltimore’s Promise is at the forefront of empowering communities through data-driven insights and actions. We seek a dedicated Community Data Analyst to assist with the research and data analytics portfolio of the organization. Aligned with Baltimore’s Promise’s 2030 vision that "All young adults in Baltimore will have what they need to be healthy and on a path to achieving economic self-sufficiency," this position will drive research initiatives that inform programs, advocacy, and resource allocation to support youth and families. A focus on community engagement and transparency will be central, ensuring that the data-driven strategies reflect the needs and voices of those we serve.

The Community Data Analyst will directly support and work alongside the Director of Research to further the organization’s goals and provide insights that can improve practices for both internal staff and external partners who are working to improve outcomes for Baltimore City youth.

Duties and Responsibilities

  • Assist in research projects conducted by the organization, including but not limited to those related to the Baltimore City Youth Data Hub, the Baltimore City Youth Opportunities Landscape, the Fund Mapping initiative, and more.

  • Create and manage reports, dashboards, and maps that translate data from research into clear, actionable insights for stakeholders.

  • Support fee-for-service projects by extracting and analyzing data, ensuring accurate and insightful analysis that informs programmatic and policy recommendations.

  • Seek out, digest, and report on external research reports on Baltimore City youth in order to empower internal staff with the latest research insights related to our work.

  • Develop standard and ad hoc reports that inform strategy, enhance program effectiveness, and close opportunity gaps for youth.

  • Partner with cross-functional teams, community stakeholders, and data/research teams of external partners to improve data quality, recommend improvements, enhance program effectiveness, and close opportunity gaps for youth.

  • Facilitate opportunities for youth and community stakeholders to provide feedback on the quality of their experiences, ensuring that data insights lead to concrete actions that celebrate youth contributions and advocate for their success.

  • Facilitate community and youth-led participatory research, ensuring diverse voices are represented in interpreting data and shaping solutions.

  • Conduct qualitative research that ensures youth and community perspectives and lived experiences are central to research products and conversations.

  • Contribute to Baltimore’s Promise’s knowledge management systems to ensure findings, lessons learned, and best practices are documented and disseminated effectively.

Qualifications (Knowledge, Skills, and Abilities)

  • Master's degree in a relevant field such as public policy, data science, statistics, social sciences, or a related discipline.

  • Understands the research process centering equitable and ethical questions and supporting collaborators in translating questions into designs or identifying design possibilities and actionable plans.

  • Minimum of 3 years of experience in qualitative and quantitative research, data management, analysis, or a related field, with a strong preference for experience in community engagement or advocacy.

  • Group facilitation experience; including comfort with intervening to handle power imbalances, upholding conditions and consequences related to agreements; mediating restorative solutions when agreements are breached

  • Experience with participatory data practices and skill at coordinating diverse research teams (community/university; collaboratives, community of practice)

  • Performing qualitative data collection that includes focus groups, interviews, etc, and analyses

  • Strong communication skills, with the ability to translate complex data into clear, accessible language for diverse audiences.

  • A deep understanding of and commitment to ethical data practices, including data privacy and security.

  • A personal philosophy and commitment to collective action and authentic collaboration.

  • Experience working with youth and intergenerational collaborations strongly preferred. 

  • Demonstrated commitment to understanding and working in service of youth from low-income families; Black, Indigenous People of Color (BIPOC) communities; and communities experiencing concentrated poverty. Preferred understanding of Baltimore's historical, social, and political context, particularly issues facing children and youth

  • Strong alignment to Baltimore’s Promise’s Organizational Values and Race Equity and Inclusion Statement

  • Proficiency in quantitative and qualitative data analysis tools and software (e.g., Stata, SQL, Python, R, PowerBI, Dedoose, Atlas, Nvivo).

  • Proficiency in ARCGIS or other mapping software

Compensation and Benefits

This position is classified as exempt and is not eligible for overtime compensation in accordance with the policies set forth by Baltimore’s Promise in accordance with the Fair Labor Standards Act (FLSA). The annualized compensation for this position is $73,500. Please note that this compensation is firm. Baltimore’s Promise compensation ranges are determined by the responsibilities and level of authority required by each position as opposed to individual candidates’ qualifications or pedigree. This is an intentional attempt to mitigate pay inequities that are in part driven by systemic and implicit racism and gender bias impacting career trajectories and negotiation. 

This is a full-time position with full benefits, including CareFirst BlueCross BlueShield health insurance, dental and vision insurance, paid time off, paid parental leave, cellphone and mileage stipends, and support for professional development opportunities. 

Baltimore’s Promise provides a hybrid working environment that gives staff the flexibility to work remotely when not required for in-person meetings or tasks. Occasional evening and weekend hours may be required to support the organization's events and initiatives.

Travel

Travel around Baltimore City for in-person meetings and into the office for staff meetings is a regular occurrence. Travel includes national conferences, staff retreats, and meetings around the State.
