National Landscape Analyses of Evidence Based Literacy Interventions and Supports: Three Scopes

Overview
Baltimore’s Promise is seeking a consultant or consultants to assist the organization and its partners in researching three distinct yet interrelated national landscapes of evidence-based approaches that a) bring students up to grade level in reading and math, b) develop literacy, and c) remediate literacy skills for older youth who demonstrate skills levels that are significantly below grade level such that their literacy skill preclude their participation in a significant proportion of employment and educational opportunities. For each program, strategy, or intervention considered, we would like to have information about the context in which the intervention was implemented including the role of class size and community context such as poverty, incidence of adverse childhood experiences, resource constraints, and others. Applicants are invited to submit proposals for one or more of the scopes.
The total amount to be awarded is up to $75,000.
Scope 1. K-12 Supplemental Academic Skills Support (Literacy and Numeracy) Through School-Community Partnerships: up to $35,000
Scope 2. Individual and Family Literacy Support Interventions Before and After Formal Education: Ages 0-5, 18-24: up to $20,000
Scope 3. Adolescent and Older Youth Remediation Within and Outside of Formal Education: Ages 14-24: up to $20,000
Deliverables within each scope include a typology of interventions by area, descriptions of interventions including information such as service populations, recruitment strategies, instructor type and qualifications, and instructor to student ratio where applicable, and a summary of relevant evidence including information and context on Every Student Succeeds Act (ESSA) evidence ratings where applicable and context of the program, strategy, or intervention implementation.
The project will commence the week of June 15, 2020 with the final report due on September 25, 2020.

Three professional references (names and contact information) from relevant projects or work
Writing sample of a report summarizing findings from a landscape research project or relevant education research
Please reply to each of the following questions (maximum 2,500 characters per response):
a. Please describe your experience researching academic interventions such as the one included in the scope(s) of interest.
b. Please describe any landscape research reports you have produced in the past. Were decisions made about education based upon your findings?
c. Please describe how you apply a race and gender equity lens to your work and your understanding of what it means to do so in this project.
d. Please describe the methods you will use to surface effective interventions and find the necessary information regarding outcomes and implementation. How will you supplement internet searching with more comprehensive research?
